Guigang Ship Inspection Center takes multiple measures to lead a new chapter in the development of green shipping.

On November 28, with the successful trial voyage of the "Guiping Hongyuan 689" LNG-powered vessel by Guiping Hongxin Shipbuilding Co., Ltd., the Guigang Ship Inspection Center has made another important progress in promoting the transformation of green shipping. So far, the center has successfully completed the construction inspection tasks for 24 LNG-powered vessels, and the remaining 8 vessels of the same type are also steadily advancing as planned, expected to be completed within the year. These vessels are powered by clean energy, effectively reducing carbon emissions in the shipping industry.

In recent years, the country has attached great importance to the green and low-carbon development of shipping. From the "Opinions of the Central Committee of the Communist Party of China and the State Council on Fully and Accurately Implementing the New Development Concept to Achieve Carbon Peak and Carbon Neutrality" to the "14th Five-Year Plan for Green Transportation Development", and then to the "Implementation Opinions on Accelerating the Green and Intelligent Development of Inland Waterway Vessels", these documents together construct a comprehensive and far-reaching policy framework, paving a broad road for the vigorous development of new energy and clean energy vessels. In this wave of green shipping transformation, the Guigang Ship Inspection Center has taken on heavy responsibilities, implementing national policy guidance through practical actions. By innovatively introducing a third-party inspection mechanism, the center has effectively enhanced the professionalism and effectiveness of ship inspection work while promoting "action learning" and the "three ones" strategy, strengthening the professional skills of inspectors and greatly improving the overall level of shipbuilding enterprises. Additionally, through in-depth implementation of party discipline learning and the "three strengthening" strategy, the center injects strong spiritual motivation and disciplinary guarantees for the high-quality development of the industry. This effectively ensures the smooth progress of LNG-powered vessel inspection and promotion work, setting a new benchmark for the greening, intelligence, and standardization of inland waterway vessels.

Innovatively introducing third-party testing to enhance inspection professionalism and effectiveness

Currently, the number of LNG-powered vessels under the jurisdiction of the Guigang Ship Inspection Center is steadily increasing. It is estimated that by 2025, the number of LNG-powered vessels in the jurisdiction will exceed 80. To actively respond to the national strategic call for green shipping development, the center deeply implements the inspection regulations related to natural gas fuel-powered vessels and invests in tackling the challenges of LNG-powered vessel operational inspections and capacity building. In the practice of LNG-powered vessel inspections, the center has found that the inspection of LNG control, monitoring, and safety systems is particularly complex, with high technical requirements and significant differences in technical parameters among various manufacturers. After in-depth discussions, the center's inspectors innovatively proposed to introduce the manufacturers of LNG-powered equipment as professional third-party testing agencies to undertake high-technical-content inspection tasks. To ensure the smooth implementation of the new mechanism, the center has developed the "Annual Inspection Record Form for LNG-Powered Vessels (Third-Party Testing)", clearly defining the specific scope, standards, operational processes, and result recording specifications for third-party testing. Currently, the center is actively communicating and coordinating with relevant departments, striving to quickly translate this innovative measure into practical operations, comprehensively enhancing the professionalism and effectiveness of LNG-powered vessel inspections through the introduction of a third-party testing mechanism.

"Action Learning" and the "Three Ones" strategy to strengthen inspection skills and shipbuilding levels

To enhance the inspection skills of inspectors and ensure the quality of ship inspections, the center has adopted the "action learning" approach, conducting action learning four times within the year. By focusing on inspection challenges and encouraging inspectors to proactively identify and solve problems, the center has effectively improved the technical level and team collaboration efficiency of inspectors. At the same time, multimedia methods such as videos and photos have been introduced to optimize the pre-inspection and re-inspection processes, improving inspection management and certification speed. The course "Promoting Skill Enhancement of New Personnel through Action Learning" taught by inspector Liao Yanhui has shown significant results after six months of practice, winning the title of "Outstanding Course of the 2024 Party Building + Action Learning" in the district. In addition, the center has implemented the "Three Ones" strategy: a "one factory one policy" customized to enhance management levels and construction capabilities based on the actual situation of shipyards; a "one ship one policy" for personalized management measures addressing welding and quality inspection differences for each vessel; and a "one person one policy" focusing on the comprehensive ability training of inspectors, enhancing business skills and professional ethics through diversified training. Through the comprehensive application of "action learning" and the "three ones" strategy, the center has effectively improved the inspection skills of inspectors, providing a solid guarantee for the improvement of ship inspection quality and shipbuilding levels.

"Party Building Leadership + Strategy Innovation" to assist the high-quality development of the ship inspection industry

The center insists on leading with party building, continuously strengthening the "one branch one characteristic" brand construction through in-depth party discipline learning and education, enhancing the cohesion of grassroots party organizations and playing the exemplary role of party members. In conjunction with the actual work of ship inspection, the center continues to carry out themed party day activities, integrating the connotation of the party building brand into daily work, injecting strong momentum for the high-quality development of the shipbuilding industry. In the face of new changes in the industry development, the center flexibly adjusts its strategies, especially in response to the development needs of the Xijiang (Guiping) Modern Ship Industry Park, optimizing HR allocation, implementing a combination of fixed and dynamic rotation models for inspector inspection teams, and planning on-site inspections to improve inspection efficiency. A quality inspection patrol system is established to ensure that inspection quality has no blind spots or gaps. In strengthening regional ship inspection quality control, the center enhances close cooperation with maritime, industry and information departments, promoting ship enterprises to effectively fulfill their quality main responsibility. A sound enterprise information collection and evaluation system is established, actively exploring a mechanism for controlling dishonest behavior, strictly supervising dishonest actions to maintain a good order in the ship inspection industry, and providing strong guarantees for the sustainable and healthy development of the shipbuilding industry.

With the continuous strengthening of policy guidance in our country, the process of low (zero) carbonization of ships has entered a new stage of "accelerated development". In June of this year, the Ministry of Transport, in collaboration with 13 other departments, jointly issued the "Action Plan for Large-Scale Equipment Renewal in Transportation". This plan clearly states the need to accelerate the elimination of old transport vessels with high energy consumption and high emissions, and to vigorously support the development of new energy-powered vessels. Against this backdrop, the Guigang Ship Inspection Center will work hand in hand with all parties, closely tracking the innovative trends and development dynamics of ship technology, and actively promoting the application of new technologies in the water transport field.
